SPEAKERS
The Hon Kevin Anderson MP
The Hon Kevin Anderson MP is the Minister for Better Regulation and Innovation in the NSW Government. He has served in the NSW Parliament as the Member for Tamworth since 2010.
Prior to entering Parliament, Kevin served in the Royal Australian Air Force before moving to Tamworth to embark on a two-decade career as a journalist, news anchor and communications professional.
Since being named the Minister for Better Regulation and Innovation in 2019, Kevin has overseen a range of significant reforms to the state’s building and construction sector including the appointment of the inaugural NSW Building Commissioner and the passage of the Design and Building Practitioners Bill 2019 and the Residential Apartment Buildings Bill 2020.
David Bell
David Bell is currently the Construction Market Manager for InfraBuild Steel, based in Sydney. Working within the Market Development & Innovation Team, his national role is focussed on developing and deploying innovative steel solutions to the Australian construction and infrastructure markets, through a sustainability, design, compliance and insight based approach.
David graduated from the University of Melbourne with a Bachelor of Civil/Structural Engineering (Honours) degree and is a current ISAP (Infrastructure Sustainability Accredited Professional) to ISv2.0.
Alan Lindsay
Alan is an A1 Council Accredited Certifier with a long career in both Local Government and also working as a contract Certifier for over thirty five (35) Councils in mainly the Central West of NSW and is currently working with Weddin Shire Council as the Acting Director Environmental Services.
Alan is a member of the EDAP group a Central West NSW professional group with over 500members from both Government and the Private sector in a range of professional allied fields.
EDAP was established some twenty (20) years ago and provides training, quarterly newsletter and a yearly regional conference which is supported by AIBS.
Troy Olds
Troy commenced his building surveying career in local government in 1996, and as a Director of Tecon Australia enjoys the challenges of operating a business in multiple legislative jurisdictions.
As part of his commitment to the profession of building surveying, Troy was SA Chapter President for over 5 years only recently stepping down from the role. Troy has been involved with the SA Chapter since 2003, occupying key roles such as Secretary, Vice President as well State Conference Convenor. In 2016, Troy was recognized for his commitment to the profession receiving the AIBS Service to Building Surveying Award.
Troy also supports the profession having lectured at the University of South Australia and enjoys mentoring the next generation of building surveyors. Troy is multi-skilled across a wide range of components of the development industry, including Building Surveying, Fire Engineering and Urban and Regional Planning.
With his appointment to the Board and elevation to National President, Troy is hoping to further establish strong relationships with the state regulators and drive the AIBS forward through challenging times and further enhance the profession of Building Surveying.
Outside of building surveying Troy enjoys spending time with family and playing AFL football for his local club.
Tim O'Reilly
Tim has worked in the building surveying industry for over 16 years, consulting to industry and government on all aspects of building regulation and control.
He has experience in both the Local Government and Private sectors as a Building Code Consultant, Building Certifier and Fire Safety Specialist.
Currently, Tim is an Associate at Building Certificates Australia.
Matthew Patterson
Matthew is a senior building surveyor with Hendry and has more than 20 years’ experience in the building industry since commencing with the City of Melbourne in 1997. His qualifications include a Degree in Building Surveying and Master of Fire Safety Engineering.
Matthew has had experience in all aspects of Victoria’s building regulation system including building research, legislation and building code development, issuing building permits and undertaking enforcement action and prosecutions.
In 2015 he was involved in an attempted murder incident whilst performing his role as a Municipal Building Surveyor at the South Gippsland Shire Council.
Philip Sanders
Philip Sanders serves as executive director of ACRS, Australasia’s specialist, independent conformity assessment body certifying construction steels to Australian and New Zealand Standards. He is a strong advocate of the benefits to both industry and the public from specialised, verification-based certification of construction materials, having witnessed the results of poor materials performance during a career spanning 30-years across engineering design and specification, building construction, insurance loss control, materials supply and product certification.
Philip has acted as a non-executive director for several industry bodies, and contributed to a number of Standards Australia committees, including concrete structures, bridge structures, earthquake loading and residential slabs & footings.
Philip is a Chartered Professional Engineer and Chartered Environmentalist, and a Graduate member of the Australian Institute of Company Directors.
Stephen Scimonello
Stephen has a background in education, building surveying and planning. He is a registered building practitioner in the category of building surveyor – unlimited with the Victorian Building Authority for over 17 years, and is a Certified Practicing Planner and Corporate Member with the Planning Institute of Australia.
Stephen’s experience and qualifications as an academic and practicing building surveyor, includes;
10 years’ as Discipline Leader - Bachelor of Building Surveying & Graduate Diploma of Building Surveying at Holmesglen Institute
involvement on government advisory panels including being an Advisory Reference Panel Member VBA Representative with the Victorian Cladding Taskforce, an external panel member on the VBA Technical Advisory Panel of Consultants and contracted to a number of regional Councils.

Jeremy Turner
Accredited as a Level 1 (Building Surveyor) for over 20 years, with 24 years professional experience in Building Surveying, Jeremy Turner also spent 19 years serving the AIBS in various voluntary roles before joining the organization as National Technical Manager. Utilising extensive experience with a wide range of projects in diverse environments, in his current role, Jeremy supports technical building policy development and advocacy, supporting AIBS in pursuit of its vision for the building surveying profession.
Jeremy represents the building surveying profession on various national bodies including the Australian Building Codes Board Building Codes Committee, the Industry Technical Infrastructure Forum, the Construction Product Alliance and a variety of Standards Australia committees.
An accredited member of AIBS, Jeremy is also an Engineering Technologist and has a Bachelor of Building from the University of South Australia and a Graduate Certificate in Civil (Structural) Engineering from the University of Adelaide.
Tim Tuxford
Tim Tuxford is a local government practitioner who has worked in the industry for over 35 years, commencing his employment as a Trainee Health & Building Surveyor with Camden Council in 1981. Tim is currently the Manager – Compliance at Woollahra Council, a position he has held for 15 years.
During Tim’s time in local government he has held a variety of roles and has worked in new release, country and inner-city councils in New South Wales. One of the most rewarding moments in his career was the work he undertook for Newcastle City Council following the 1989 earthquake. Tim and many other Building Surveyors were seconded to Newcastle City Council to assist in the assessment of earthquake-damaged buildings in an effort to identify, prioritise and streamline the necessary rectification works.
While active in the South-western Sydney branch of the AIBS in the mid-to-late 1980’s, Tim only became a member of the New South Wales/ACT Chapter Executive Committee (CEC) in August 2014. Tim was the AIBS National President from November 2016 to October 2018, and is currently the NSW/ACT Board Director. Tim continues to be committed to working to promote and enhance the Building Surveying profession.
