Speakers
Steve Bell
Life-long mountaineer, Steve Bell looks to the mountains for metaphors to convey powerful messages relevant to all walks of life. Sharing experiences gained as Antarctic field-worker, Royal Marines Officer and high-altitude Mountain Guide, he tells memorable stories about risk, responsibility, and leadership.
Steve was a pioneer of the commercial expedition phenomenon, leading the first British guided ascent of Everest in 1993. He founded the UK mountaineering company, Jagged Globe, and has led expeditions to all of the seven continental summits.
Steve emigrated to Australia in 2004 and lives on the Fleurieu Peninsula with his South Australian wife, Rossy, with whom he shares seven children.
Leah Bertholoini
Leah joined the South Australian Country Fire Service (CFS) in August 2012 as an Information Support Officer to the Building Fire Safety Unit (BFSU); followed by the role of Bushfire Safety Officer (Residential), performing development assessments for dwellings, tourist accommodation and other habitable buildings located in areas mapped as Bushfire Prone across the state of South Australia.
Leah represents SA CFS on the Bushfire Planning subgroup of the Built Environment and Planning Technical Group (BEPTG) facilitated by The Australasian Fire and Emergency Service Authorities Council (AFAC) providing comment on bushfire building and planning matters. As well as providing comments on strategic planning directions for Bushfire Prone Areas in South Australia in the form of Development Plan Amendments and more recently the Planning and Design Code reform currently being untaken by the state of South Australia.
Her commitment to professional development saw Leah achieving Certificate III Public Safety (Firefighting Operations) with a view to complete further training in Incident Management and Bushfire Protection for developments in Bushfire Prone Areas. She is also currently completing a Graduate Diploma in Bushfire Protection at the University of Western Sydney.
John Best
John has been employed within the building industry since 1979 and started as a carpenter with his Grandfathers (JM Best & Son) in Bunbury, Western Australia.
In 1991, John moved to Mount Gambier and met his wife (Valerie) and after the birth of their twin daughters in 1994, moved back to Bunbury in Western Australia in 1996. Whilst in WA, he completed Building studies at the local Tafe.
After returning to Mount Gambier in 2000, John was successful in obtaining a building surveying cadetship with the City of Mount Gambier Council in January 2001 and completed an Advanced Diploma of Building Surveying through Tafe Tasmania, in 2008. In February 2010, he moved to the Wattle Range Council as Manager of Development Services and in August 2019, joined District Council of Grant as Team Leader Development Services.
Nic Carr
Nic is an experienced chairman, director, consultant, facilitator and business leader. He has had experience in many aspects of business development, stakeholder management, business operations and board governance, engagement and participation. He has spent 20 years in legal practice with a mid tier law firm, 16 years of which was as Managing Principal.
Since 2007, Nic has operated as a consultant in his own business and in association with TPPG Pty Ltd working with boards and businesses in developing strategies, formulating governance frameworks and providing advice on management/governance systems and procedures. He has also worked with businesses as a facilitator including strategic planning, performance reviews and risk reviews.
Nic has an Economics Degree, a Bachelor of Laws, Masters of Business Administration and is a Graduate of the Australian Institute of Company Directors.
Jodie Evans
Jodie is the Manager Building Policy and Programs, Planning and Land Use Services with the Attorney-General's Department. She is responsible for developing and implementing policy that ensures the long term health, safety and amenity of both building occupants and the broader community; as well as administering the registration system for private certifiers. Challenges in the coming 12 months include reforming South Australia's building regulatory system and progressing the state-wide audit of the buildings clad with aluminium composite panels.
She has previously represented South Australia on the Building Codes Committee, the Australian Building Codes Board and the Boards Performance and Quantification working group. She currently represents South Australia on the Commonwealth’s working groups tasked with developing a national data collection framework for the Premises Standards, and the development of the Regulatory Impact Assessment for universal design and housing.
Jodie has around 30 years of experience in the building sector, having worked for private engineering, architectural and certification firms before joining the public sector.
Brett Mace
Brett joined the AIBS in May 2013 and became CEO in September 2013 bringing 25+ years professional management experience in both the commercial and not-for-profit sectors.
Brett’s background has been primarily in sport first as a Physical Training Instructor in the Royal Australian Navy, before undertaking a number of management roles at state, national and international level.
Prior to AIBS, as High Performance Manager with Equestrian Australia, Brett led and managed successful Olympic (Beijing & London), Paralympic and World Championship campaigns that achieved a silver medal at the 2008 Beijing Olympics, gold at the 2012 London Paralympics, along with gold, silver and bronze world championship medals in
2006 and 2010.
Since joining AIBS, Brett has been focussed on structuring the organisation to strengthen its long term financial viability, governance structures and retaining its relevance in the industry.
Troy Olds
Troy commenced his building surveying career in local government in 1996, and as a Director of Tecon Australia enjoys the challenges of operating a business in multiple legislative jurisdictions.
As part of his commitment to the profession of building surveying, Troy was SA Chapter President for over 5 years only recently stepping down from the role. Troy has been involved with the SA Chapter since 2003, occupying key roles such as Secretary, Vice President as well State Conference Convenor. In 2016, Troy was recognized for his commitment to the profession receiving the AIBS Service to Building Surveying Award.
Troy also supports the profession having lectured at the University of South Australia and enjoys mentoring the next generation of building surveyors. Troy is multi-skilled across a wide range of components of the development industry, including Building Surveying, Fire Engineering and Urban and Regional Planning.
With his appointment to the Board and elevation to National President, Troy is hoping to further establish strong relationships with the state regulators and drive the AIBS forward through challenging times and further enhance the profession of Building Surveying.
Outside of building surveying Troy enjoys spending time with family and playing AFL football for his local club.
Chris Powell
Chris is a Principal Building Officer with the Attorney General’s Department, and is responsible for the delivery of reforms to support the implementation of the SA Planning, Development and Infrastructure Act and support national reform priorities, particularly in relation to the Building Confidence report.. Prior to joining AGD, Chris worked for the Department of the Premier and Cabinet and has also held positions with both the Victorian and Commonwealth Governments working in strategic policy areas, including intergovernmental relations.
Tim Rossiter
Tim Rossiter, recently appointed as GM Building Solutions Asia Pacific, has previously been State Manager NSW & WA at MiTek Australia and Chief Engineer, is a civil engineer with over 30 years timber truss and frame industry experience. Tim was a member of the Taskforce that originally created AS4440 Installation of nailplated timber trusses. He has been a lecturer for the Master Builders Association in NSW in Structures and Timber framing and is currently a Director of the Timber Development Association. Conducting training and seminars for all sections of the building supply chain relevant to frames and truss, from architects to builders to carpenters to building inspectors, Tim is readily able to relate actual field experience to the requirements of Codes and Standards.
Stephen Scimonello
Stephen has a background in education, building surveying and planning. He is a registered building practitioner in the category of building surveyor – unlimited with the Victorian Building Authority for over 17 years, and is a Certified Practicing Planner and Corporate Member with the Planning Institute of Australia.
Stephen’s experience and qualifications as an academic and practising building surveyor, includes;
⦁ 10 years’ as Discipline Leader - Bachelor of Building Surveying & Graduate Diploma of Building Surveying at Holmesglen Institute.
⦁ involvement on government advisory panels including being an Advisory Reference Panel Member VBA Representative with the Victorian Cladding Taskforce, an external panel member on the VBA Technical Advisory Panel of Consultants and contracted to a number of regional Councils.
⦁ previous AIBS Victoria Chapter Committee.
⦁ a Bachelor of Technology in Building Surveying, Master of Social Science (Planning & Environment), Master of Engineering (Construction Management) and as a certified practising Planner with the Planning Institute of Australia.
Alison Scotland
Alison has been at Standards Australia since 2013, holding roles in in the engagement and standards development sides of the business. Her work has taken her across a range of sectors in the Australian economy. As a Senior Stakeholder Engagement Manager, Alison is responsible for strategy and engagement in the building and construction, and water and waste sectors.
Victoria Shute
A lifelong passion for design, architecture and the environment, a fondness for problem-solving and the love of a good SA wine (or three) has driven Victoria’s dedication to her specialist fields of practice.
She is now recognised as one of Australia’s leading planning and environmental lawyers. This has been recognised by her peers in the prestigious Best Lawyers Australia list and Doyle’s Guide for several years.
Bernie Steer
Bernie is an accredited Level One Building Surveyor who is currently employed as the Senior Building Officer at the City of Adelaide (CoA) and he has extensive experience in building rules assessment and compliance on all classes of buildings.
His work in building compliance centres around his role as the Executive Officer and Committee Member of the CoA Building Fire Safety Committee and the provision of guidance in compliance and assessment matters to the City of Adelaide as necessary.
He has participated in the State Planning Commission workshops on Building Inspection Policies and is a current Occasional Member of the State Planning Commission’s Building Technical Panel and a member of the AIBS Technical Specialist Advisory Group.
Jeremy Turner
Accredited as a Level 1 (Building Surveyor) for over 20 years, with 24 years professional experience in Building Surveying, Jeremy Turner also spent 19 years serving the AIBS in various voluntary roles before joining the organization as National Technical Manager. Utilising extensive experience with a wide range of projects in diverse environments, in his current role, Jeremy supports technical building policy development and advocacy, supporting AIBS in pursuit of its vision for the building surveying profession.
Jeremy represents the building surveying profession on various national bodies including the Australian Building Codes Board Building Codes Committee, the Industry Technical Infrastructure Forum, the Construction Product Alliance and a variety of Standards Australia committees.
An accredited member of AIBS, Jeremy is also an Engineering Technologist and has a Bachelor of Building from the University of South Australia and a Graduate Certificate in Civil (Structural) Engineering from the University of Adelaide.
